AI literacy training: what the AI Act asks, and what works
AI literacy training is how employers meet Article 4 of the AI Act: measures that help the people who use AI understand it, in the context they use it. This guide gives the text, what it does not say, the measures that count and a 30-day plan.
- Practice, not slides
- A record per learner

What Article 4 of the AI Act asks of employers
Since the Digital Omnibus on AI, the duty is to take measures that support AI literacy, not to guarantee a level.
As adopted in 2024
Regulation (EU) 2024/1689, Article 4[…] take measures to ensure, to their best extent, a sufficient level of AI literacy […]
In force since 27 July 2026
Article 4 as amended by Regulation (EU) 2026/1744 (consolidated text)Providers and deployers of AI systems shall take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf […] This obligation does not require providers or deployers to guarantee any specific level of AI literacy of any individual.
Four things Article 4 tells you to take into account
The article names who to train and what to adapt the training to. Each, read as a decision for your AI literacy program.
The text says
their staff and other persons dealing with the operation and use of AI systems on their behalf
For your training
Not only employees: anyone who uses your AI systems for you.
The text says
their technical knowledge, experience, education and training
For your training
Start from what each group already knows; one course for everyone ignores it.
The text says
the context the AI systems are to be used in
For your training
Practise the tasks people really do with AI, not AI in general.
The text says
the persons or groups of persons on whom the AI systems are to be used
For your training
Who the output affects: customers, colleagues, candidates. Recruitment is a high-risk use (Annex III, point 4(a)).
What Article 4 does not say
Claims often made about AI literacy training, against the article's own words.
- Often said:
Every employee must reach a set level of AI literacy. - What the text says: The obligation “does not require providers or deployers to guarantee any specific level of AI literacy of any individual”.
- Often said:
You must buy a specific course or certificate. - What the text says: It asks for “measures to support the development of AI literacy”, and names no course, no certificate, no number of hours.
- Often said:
It only concerns companies that build AI. - What the text says: It applies to “providers and deployers of AI systems”, not to providers alone.
- Often said:
Nothing is enforced yet. - What the text says: Article 4 applies since 2 February 2025 and is enforced since 2 August 2026 (the Commission's timeline).
Which AI literacy measures hold up
Our view, not the law's: a measure is stronger when it shows what people can do in their own context.
Shows literacy in context
- Practice on the tasks each group really does
- A result checked on what the person built
- A record per person, kept over time
- Training that follows the tools as they change
Shows attendance only
- One video for everyone, whatever their role
- An attendance sheet
- A quiz on definitions
- A certificate with no trace of practice
AI literacy training that leaves a record
Each session validates milestones on what the learner built, and keeps every attempt. Evidence of practice, not a compliance label.
| Learner | Session | Milestones | Attempts | Tokens, last attempt |
|---|---|---|---|---|
| Amira, Sales | What's a Token? | 3 of 3 | 1 | 230,000 |
| Jonas, Finance | Ask Once, Ask Clearly | 3 of 3 | 2 | 162,000 |
| Léa, HR | Write It Down Once | 1 of 3 | 1 | in progress |
Milestones are decided automatically on the page, the files and the agent's replies: no trainer or admin action. Learning paths are assigned to units, groups or people.
What employees practise in AI literacy training
Four programs, in order, about 45 minutes a session: from what an agent reads and costs to an agent of their own.
Start here
AI Essentials
What an AI agent reads, counts and costs.
- What's a Token?
- Ask Once, Ask Clearly
- Where Your Tokens Go
- Same Result, Fewer Tokens
Prompting with AI
A request in four parts: context, task, guidelines, constraints.
- The Four Parts
- One Shot
- Prompt Golf
- Change Only That
Building with AI
A web page, a chart, a tool, built by talking.
- Your First Chart
- Sales Dashboard
- Event Registration Form
- Fix the Bugs in an App
Build an Agent
An assistant with a role, rules, tools and skills.
- Meet an AI Agent
- Give Your Agent Its First Tool
- Don't Let Your Agent Get Tricked
- Final Assessment: Your Agent, Live
An AI literacy program in 30 days
A first round of measures in a month, then the same cycle each time the tools or the uses change.
- Week 1
Map who uses what
Which AI systems are used, by which groups, for which tasks, and on whom.
- Week 2
Pick the measures
One per group, adapted to what they already know and to their context of use.
- Week 3
Start the practice
AI Essentials first, then Prompting with AI, assigned as learning paths.
- Week 4
Keep the record
Milestones and attempts per person; note the next round when tools or uses change.
Questions about AI literacy training
Is AI literacy training mandatory?
Article 4 of the AI Act asks providers and deployers of AI systems to take measures to support the AI literacy of their staff and of other persons using AI systems on their behalf. It names no specific course: training is one such measure. It applies since 2 February 2025 and is enforced since 2 August 2026.
Who needs AI literacy training?
The staff and other persons dealing with the operation and use of AI systems on the employer's behalf. Article 4 asks to take into account their technical knowledge, experience, education and training, the context of use, and the people the AI systems are used on.
What is AI literacy?
The AI Act defines it in Article 3, point 56 of the consolidated text. In practice, it is what people need to use AI systems knowingly: what the system does with their request, what it costs, where it goes wrong.
Does a certificate prove compliance with Article 4?
Article 4 names no certificate, and the platform gives none. What it keeps is evidence of practice: milestones validated on what each learner built, and every attempt.
Did the Digital Omnibus remove the AI literacy duty?
No. Regulation (EU) 2026/1744 amended Article 4: employers must take measures to support AI literacy, and are no longer asked to ensure a sufficient level. The obligation remains.
Does this training make us compliant with the AI Act?
No training can promise that. Practice on a real agent, with a record of each learner's progress, is one measure among those Article 4 asks for; it is not a certificate or a compliance label.
Do employees need technical skills?
No. They describe what they want in plain words and never see code on their screen.
